Jeff Hartline, MPT, President

President and Owner of Southeastern Physical Therapy, Jeff received his B.S. in Chemistry and Biology from Oral Roberts University in 1986. In 1988, he received his Masters in Physical Therapy from Hahnemann Medical School.

Jeff’s clinical expertise is in the area of industrial rehabilitation and treatment of orthopedic workers compensation injuries. He has taught functional capacity evaluation courses and provided clinical support for the Blankenship Corporation. Jeff holds a current certification in the Blankenship method for Functional Capacity Evaluations. Jeff is proficient in the care of neck and back pain using the McKenzie method.

Allison Planchak, PT, DPT

Allison is a Physical Therapist and Director at the Kempsville location. After graduating from James Madison University with a B.S. in Health Sciences, she received her Doctorate in Physical Therapy from Old Dominion University.

Allison has experience working with patients with orthopedic and sport involvement and enjoys using manual and PNF techniques to maximize functional outcomes.  She specializes in treatment of the shoulder and knee, both surgical and non-surgical.  Allison has a background in evidence-based research and is pursuing certification through the Virginia Orthopaedic Manual Physical Therapy Institute.

Alexandra McVicker, PT, DPT

Alexandra is a physical therapist in the Kempsville location. She received a B.S. in Kinesiology from Penn State 2005 and her Doctorate in Physical Therapy from Arcadia University in Glenside, PA in 2010.

Alexandra enjoys working with middle school and high school athletes all the way up to the weekend warriors. She likes treating a variety of outpatient orthopedic patients with an interest in the shoulder and knee. Alexandra has a background in sports including collegiate ice hockey at Penn State and enjoys playing tennis, basketball and softball.

Cindy Frye, LPTA

Cindy is a Physical Therapy Assistant at General Booth. She started her education and training with the United States Navy as a Hospital Corpsman & Physical Therapy Tech. After completing her service in 1994, Cindy received her Associates degree from TCC and became a Licensed Physical Therapy Assistant.

Cindy specializes in various areas of rehabilitation including orthopedic/ sports injury and neurological disorders. She has experience with MR/MH population, stroke, MS, CP as well as other neurological and MD disorders. She has a strong background in manual therapy utilizing myofascial and trigger point release techniques. Cindy is a strong advocate for the special needs population and believes that everyone is entitled to the best quality of life. She always goes the extra mile to facilitate improved treatment.


Rachel Shirley, PTA

Rachel is a Physical Therapy Assistant at the Kempsville location. She received her Associates in Applied Science from Tidewater Community College in 2007. She plans to continue her education at Old Dominion University to receive her Bachelors in Exercise Science and her Doctorate in Physical Therapy.

Rachel specializes in sport injuries and post surgical rehabilitation for the knee, shoulder, ankle, and neck
